I've read those, and the RAC does mention a stamp, but does bother to explain where, or what the stamp looks like. I never buy marginal tyres, only tyres which are good as new, with very slight wear, and no repairs. I also, like you, inspect them carefully, prior to fitting. There is just no point to my buying barely legal, they would be much worse than what I was taking off.
