Imagine a small island of 20 goats, each has 1.5 offspring on avg, so the population is in decline. Then 2 sheep come every year and settle, they have 3 offspring. You can change the numbers as you like. But you can see that the goats are being replaced with the sheep.
Hence using the generally accepted definition of foreigner - the sheep off-spring aren't foreigners, because they were born there and so on for their offspring.
To illustrate a replacement of the goats, with sheep, which is clearly happening, we cannot use the term foreigner.
