Could it not be done so that the "temporary" supply is permanent, i.e. remains after the new building is up, with a cable run from the kiosk to the CU in the building?

Theoretically, but this really depends on whether the supply for temporary purposes is the same as the permanent one, which all depends on what is being built.

DNO is the local power company who are responsible for the cable to the property - they will not add the meter

And yes you would have to prepare an enclosure (cabinet) big enough to enclose the mains service head and fuse, the meter and what ever fuseboard the competent spark doing the work fits. Be aware that you will almost certainly be asked for a certificate for the fuseboard

Can an electrician do it on site, or dose the electric board need to do it externally?

I dont know at present; there will be no construction is is solo for storage containers
