Damp course left untrimmed

After years of my converted garage (now part of my house) smelling a bit damp, I have finally discovered that the material for the damp course was left untrimmed on the outside of the wall. There is about 2ft of it. Just lying there, gathering rainwater. The space between this external wall and next doors garage makes access really hard for trimming it. I thought it was builders rubbish, but my neighbour recently knocked down his shed and I was finally able to check it out . I am wondering whether I would be wise to find a way to cut this back or whether it is ok to leave it as it is. i would be so grateful to anyone who could advise me on this and perhaps suggest an innovative way to cut it back with the. Limited access. The length of the side wall is about 2.5 m Thank you

Long pole, or brush handle, with a Stanley knife attached to the far end? Cut as far as you can reach, then tackle it from either end.

Alternatively - as above, with pole and knife. The use a thin steel wire, looped under DPC, through the slot, and back. Fix one end of wire to a solid part, and pull the other end, it should cut its way through the DPC.

Your damp course, should always be well above any water.

So, I should indeed cut this. At present it is attached to a piece of timber and just folded back. I wasn't sure why! The only reason I could think of was that the builders forgot to cut it off...
 
My guess is the neighbour's shed was already there, or a previous one, when yours was built. They forgot to trim off after putting a course of bricks on top of it, then it got bricked in and forgotten about.

Trim it off, as close to the mortar as physically possible.
