Why would it. If that was the plan, they could have done that with driving licences, or passports, just as easily.

It makes it much easier for employers to be sure of whom they are employing, and therefore they would have no excuse for employing an illegal. No excuse for employing an illegal, it would follow, that it would make it easier to fine employers who ignore the law. A massive draw for the illegals to cross the channel, is the wild west show we have at the moment, where they can easily get the black economy jobs in the UK.

It is already a legal requirement for employers and Landlords to check ID and right to work.

That's why the sensible solution is a physical photo ID card, issued for free, to every citizen. That avoids all the problems of hacking, access and authoritarianism of a digital ID, never mind the expense. But the government don't do that because they're not interested in ID, they're interested in control.
