You could use some heat-shrink to cover the cut sheath and the earth wire.

I don't see why that would not be acceptable.
Would it really matter if the two live & neutral wires just went through the long black sleeve without any sleeving around them as they are already going into sleeving (the long black one).

I suppose not but I thought you were worried about the bit where the earth wire would come out - OR

What I’m going to do is just put the earth into a connector block then obviously that then has to go into a choc box which I will then place into the ceiling. So on these choc boxes they have clamps which the white sleeve goes under, on mine I won’t have any white sleeve it will just be the earth wire to clamp down onto. Is this ok?

I suppose so.

Surely a piece of heat-shrink or self-amalgamating tape over the earth wire and damaged sheath would be easier.
