Pensioner Winter Fuel Payment - I just don't get it?

Any large organisation - public or private - is bureaucratic, and that inevitably leads to empire building and corruption that go with it. As an example the local water company repaired a leaking water meter/stopcock but waited three hours because they couldn’t get a signal. Not sure I bought that, but the job became a day long. They declined to fill in the hole, because health and safety required other team to do it.

I’m not sure the bosses are bothered because monopoly style nature of the business must guarantee profit. Obviously scrupulously regulated by OFWAT etc

Probably it was from the scammers harvesting names and bank details.

If you speak to anyone who gets such payments, they will tell you they receive a letter in a brown envelope. Not a text.

Why such a high level of £35K? That's more than many earn, when they are working. What difference will 200/£300 make to those with a £35K income per year, do they even need that extra top up?

It seems to have been one extreme, then the other.
Because so many well off pensioners complained
