The sleepy cops in large numbers there couldn't answer this question in any understandable language.
This is another step towards full control from your beloved politicians.

There was no scan, just lots of cameras planted on the street.
No way to avoid them.
Many covered their faces.

I saw a video where someone tried that and a couple of coppers stopped him to take his photo. They weren't interested in his argument about facial recognition.

So what are they doing for?
Control.
The final aim is to control all of us like the do in china or Korea.
You will have carbon credits thanks to your beloved climate change.
You won't be a ble to eat certain type of food as often as you want.
Your bank account might be frozen at any time.
There won't be any cash to spend if that happens.
All your movements will be easily traced by AI and you won't be able to go wherever you want.
This is another conspiracy theory, same as the lockdown, the recession, migration and various wars started for profit.
 
Will it be seen as a bad thing when used to prevent a terrorist attack?
I think not.
