Quite. We had a county election last year, got reform in. Now they're reorganising and combining as stipulated by the government. The election did not get in the way at all. No they won’t because it is the councils that have asked for putting back elections for a year.If this cancellation goes ahead then expect to see a mass council tax strike in April in all those areas

The reorganisation will take many years, elections have to carry on - otherwise they'll be delaying by a year every year for a decade.

Elections for the newly reorganised councils are extremely unlikely to happen in a year. They're still arguing about which bits will belong to who, anything could happen, there isn't a plan.The main reason elections are being delayed is to avoid a council having elections 2 years running…..which would waste tax payers money.
