The victim never tries to touch his gun.

The man was calm the entire time, he was filming them with his phone, at no point did he reach for his gun. 5 or 6 armed gunmen pining him to the ground, kicking him and then shooting him multiple times after he had been disarmed was not necessary. When they had taken the man's gun which had never left it's holster, they could have easily cuffed him and arrested him.
You are getting it all completely wrong again. Firstly noone had driven a car into an ICE agent, this was evident in the video, and confirmed because no ICE agents were injured.
