Starmer postpones elections even further in Reform areas...

Yes. No taxation without representation.

I would say that legally you have to pay. But morally it is a good point.

Although you do still have representation. You have just been denied the opportunity to change that representation.

The two posts above are really interesting, in a way you didn't intend. I find it amusing and revealing that the disciples of Starmer actually feel personally hurt by an insult aimed at their glorious leader.

Reform supporters just don't care what anyone says about Farage, they'll probably laugh along with you. He's a bloke who wants to be PM whose views mostly align with a vast chunk of the free-thinking population. That is it, the end.

Something's gone on with the left in the last decade or so. They must have been employing religious cult mind control techniques, to get the sort of brain-dead unquestioning following that they do from their supporters.

Weird.
Some Reform supporters do care when someone highlights Farage is a Putin admiring traitor, or that he's corrupt.

Reform supporters are not free thinkers, they'll religiously believe any old garbage Farage spouts. Reform is a Farage cult.

There is talk about council tax payers in these affected areas withholding their payments, and putting them in "escrow" accounts until the elections are restored.

I wonder if there is any mileage in this or any precedents?
I'd be very wary of anyone promising to look after everyone's money for them in some sort of "escrow" service!

I remember my late dad protesting the poll tax, good old fashioned proper socialist he was, definitely not one of these modern rainbow whingey lefty types. He just didn't pay. Everyone in his working mens-type boozer club was told that they could withhold payment until a certain point, I think just before the court summons. Then you would pay, and didn't pay any extra fees or charges and it didn't affect your credit rating. This is what lots did, all based on word-of-mouth legal advice. It worked, councils had a financial crisis, the government backed down before the court summons, then everyone paid. The courts probably couldn't have issued that many summons anyway, they'd have exploded in admin.

Of course this all depends on good old-fashioned financial responsibility - keeping money back without blowing it on crap. Which may be a problem for many these days, but Reform voters are hopefully not as silly as many are.

It was Thatcher that surcharged councillors who didn’t set the rates, you can expect re form run Councils to chase every pound that’s owing.

Reform councils won't be chasing any money, as they've all been legitimately elected. There won't be any protests in their areas.

Only Labour and Tory councils (mostly Labour) are intending to stay beyond the date on which they're supposed to face the electorate.

I'm confused by this thread - are people really unaware of why the elections have been delayed, or are you just pretending not to know?

Just in case ...

Councils granted flexibility to finish reorganisation
This once-in-a-generation reform will end the outdated two-tier system and build stronger local councils.

Reforms to end 2 tier systems - you'd think more people would be happy about that!

What is the legal basis. Is it that the tax isn't legal until a new council is voted in.
The obligation to pay and the right to enforce payment doesn’t seem to rely on the legitimacy of the councillors.

Their ability to set budgets, authorise spend etc. that is a different question.

So in a funny way. The bill needs to be paid and the money held by the council, who may not have the authority to spend it, if such spend requires approval beyond the local government employees.
