Acces boss

I need to fit a sink waste into the waste pipe left by the builder but the plumbers solvent welded an access boss into the elbow and put a cap on .
Is there any fitting that I can get to go straight onto the threaded boss or do I need to cut the elbow off and replace with new 32mm solvent weld pipe ?

Is there a size on the cap? A 1 1/2" female compression adapter may fit?

BTW if it's a sink waste (kitchen) then it'll be a 40mm waste pipe, not 32mmm - 32mm is typically for bathrooms and basins.
