This is a strange one. We have a late 1990s detached house with kitchen, utility and downstairs toilet. When you turn the cold water on in the toilet it sounds normal but if you are in the toilet and someone turns the kitchen cold tap on you can hear running water as if it’s coming from a tank. We have a conventional heating system with tanks in the loft. Is there a possibility the cold water is coming from the loft instead of the mains? Obviously I wouldn’t want to drink it if that was the case.

It's possible, turn of the main stopcock and see if if shuts off water to the cold taps.

I remember coming home one day when my new kitchen was being fitted 5 years ago and the plumber was up in the loft. When I queried this I was told it was due to having tanks in the loft but surely there would have been no need to do that as the hot water comes from the cylinder in the airing cupboard and appliances are cold fed nowadays.
Plumber would have had to isolated the cold water in tank from feeding the hot water cylinder to allow install of kitchen tap.
