No cold water upstairs

I live in a two bedroom end of terrace house.
I am not having cold water coming upstairs in bath, toilet and wc.
checked the tank upstairs its empty. the ball is working. However i have cold water coming downstairs in kitchen.
please help.

I have checked and the ball valve is blocked. I am changing the valve and than see how it works.
