Because it is impossible to know exactly how many overstayers there are, researchers must rely on estimates rather than official government figures. A widely cited report by the Migration Observatory categorizes unauthorised migrants into those who entered legally and overstayed, those who evaded border controls, and refused asylum seekers.

If there are asylum seekers who have not been deported, assumingly, because its not possible, why not give them some sort of quasi-legal status?
It seems totally counter-productive to refuse an asylum seekers application, then allow them to wander the streets, adding to the homeless, penniless, undocumented migrant population, or illegally working population.
Apply some sort of quasi-legal status to them.
I assume that they're left in that state in the hope that a law change will allow them to be deported, but the government will have lost track of them, because they're undocumented.


But the vast majority of undocumented migrants are not failed asylum seekers, they're visa overstayers, but the government don't know where they are, or how many of them there are.
