It won't work. That's what will happen. A wheel and tyre assembly is a 3-D object. A "cylinder", rather than a "disc". Tyre balancers such as you're showing there, will only work for a thin disc. Naturally, I don't expect you to believe me, but that's of little consequence to me. Put a 25 gramme weight on the outside of an already balanced wheel at 12 o'clock and a 25 gramme weight on the inside of the rim at 6 o'clock and take it for a run on the motorway. It'll feel awful, but a point balancer like that, will tell you it's perfectly balanced.
However, you don't seem to do many miles, you seem pretty unaware of your surroundings at the best of times, and if most of what you do is urban runs at low speed, you probably won't notice...
