Am i allowed to install an extra light in the bathroom over the sink or do i need part p approval i am an electrician with 29yrs experience ???

it's notifiable work but if you know what your doing I can't see the harm personally

Is it still the case that if you are in the bath you must not be able to touch the light fitting ?? Thanks.

To clarify (without opinions as above), if you want to stick to the law you must notify your local building control before you start the work.

I have just spoken to Portsmouth city council building control and he said putting another light in a bathroom does not come under the scope of Part P. ????

I am trying to follow the law !!!!!!!!!!!!!

Get it in writing. Then follow their advice. Their advice, after all, is what matters, since they are the enforcing authority.
