If you've paid him for the first job and he's not completed it (i.e. by notifying) then find out what your council want to get this sorted, find out what it will cost, then write to him and tell him that if he doesn't finish what he's been paid for (and impose a time limit) you will take him to court to recover the costs of sorting it out.

If you've not paid him then write to him and tell him that if he doesn't finish (and impose a time limit) you'll be deducting the cost of sorting it out from what you owe.

Can I ask you what happens if a contractor is reported to the scheme for not notifying?
That probably depends on how much fuss you make, and how prepared you are to escalate, go to court etc.
 
Also on this rewire, 16 downlights have been wired into terminal blocks some wrapped in brown tape and some not, in Part P Doctor Alan says that all connections must be enclosed ie choc box. dread to think what else i will find next. on my rewire, i asked the spark if it would be problem if i placed insulatio over the wires. The answer was no. He said he has had councils put meters and meters of insulation on his wires with no consequences for years.

I asked the guy if he could fit an isolator and the response was "I'm not allowed". This is the same guy that pulled the fuse to wire the new tails :roll:
