The use of RCD's...not exceeding 30mA...is recognised......as additional protection in the event of..........carelessness by users.
 
that doesnt actually mean every socket should be RCD protected though does it? however if the cables are chased in and less then 50mm deep they need protected by RCD whether it be lighting or ring final circuit?

For the sake of £20 and an hours work I'd be inclined to add it somewhere into the price making sure the quote says something like:

this quotation includes bringing the downstairs ring final circuit up to date with the current 17th Edition Regulations by installing an RCD to protect this circuit.

All general purpose sockets should be.
The only ones which can be omitted would be ones for dedicated items which would be highly unlikely to supply anything else, fridge freezer for example.
The omitted socket would be labelled as such.
 
where does it say that though garry mate, am I missing something blindingly obvious, my eyes are getting a wee bit tired so its possible
