Insulation Nightmare, how on earth do i get insulation in?

Right guys, recently I have had some work done in my work premises. I dont know who but some cheeky chappie has been fibbing over me getting "lots" of work done and likewise I have an inspector on my case.

Everything turned out fine except the upstairs ceiling. I was told that I had to get some form of insulation put in even though the ceiling was more or less the same as before, just smartened up with a quick skim over.

Now the problem I am having is that firstly I have to get this done apparently as it is some new building regulations regarding thermal elements and secondly I have no access to put insulation in

The only access I have is the 210mm recessed light holes I have cut for my new lights which have not yet been installed.

This is the only access I have and I dont think i can get any insulation in.

The inspector did say I can use something called loose fill. However everywhere i ring, not a single merchant sells the stuff and besides how would i get it in far corners etc.

please help guys
 
Warmcell what interesting stuff. Any idea how good it is at acoustic insulation e.g. decibels ? i.e. will it silence my noisy neighbours above and below me if I put bags of the stuff between my joists.
 
Is this stuff similar to micafill?

Also how many 8kg bags do you think id need for 5 x 5 meter area

Use rockwool. Plus seal all gaps, thick underlay, and carpet.

Upstairs. Use rockwool, and add an extra layer of plasterboard on the ceiling. If they're really noisy use resilient bar/channel.

Im still stuck here :( I was wondering how your supposed to get even this stuff in through small 210mm holes. Is there some form of blower i need to hire or something?
 
That's what they used on Grand Design, but that's all I know about it I'm afraid.

Have you got access to the floor above and can you take up your floorboards above you or does a neighbour live there.

No this is the top floor ceiling

the access from above is the roof

Also cannot afford to remove the ceiling as I just had it nicely plastered which cost me a fair bit. To be honest the inspector was playing funny buggers and i think i can get away with getting "something" up there for him to see as it would be impossible for him to inspect the far corners.

Just need to know how to get some loose stuff up there. I can shuvvel it in by hand but it would take ages
