The OP suggests that the builders quoted on an approved drawing that I would hope shows the wall to be built in detail, so the builder is baulking at the idea of a more complex job.
It may be possible to write something into a service contract that you get the owner to sign, limiting your total liability to an acceptable level, say 10 times the fee payable and "self insure".

I would suggest that there is a case for not needing PP for this work as the roof projects no closer to the highway, or extends above the exisitng ridge. This guy's didn't:

Given the description by the OP I would suspect that planning would not necessarily be needed, provided the plane of the roof was constructed no nearer any public highway, or did not extend above the ridge line.
However, the easiest way is to call the Planner in your area and ask!!
Have you tried getting a quote from a specialist asbestos removal company? Allows you to clear the house and get them to remove it, and clear up after themseves.
Just a thought as I wouldn't take on asbestos myself!
