The silly question first: Have you got a thermostat and was it turned up far enough to make the boiler turn on?
Also, does the heating come on when both the hot water and heating is turned on?
From the first 2 photos it looks as though you might have wound it round in the wrong direction.
If you can push the line all the way through then you need have the spool half way along and then wrap the line around - one to the top and one to the bottom following the slots.
If they are the lightweight thermal/aerated blocks then drill them with the hammer function turned off.
If you used concrete screws then you wouldn't need plugs.
I don't know what happens any waste toner, but I don't that there is any as it just looks like a plastic bottle which is shaped to allow it to be twisted by the photocopier.

It looks like there is modern cement on the bottom half, so maybe it was taken out when work was done previously..
