Mysterious sound of running water

When this lever (next to the boiler) is open I can hear running water from somewhere under the tiling at the back of the toilet pan. The pan and cistern are working normally and there is no leak. Have to keep it turning the tap off at night as it is annoying and presumably wasting water..

Best guess what it might be? Assume a valve stick open that shouldn’t be? It’s a one bedroom ground floor flat

If water is running it must be going somewhere, you need to find out where. If you close that valve and flush the toilet ,does the cistern fill up again ?

Yes toilet working normally
Does everything else in the property work with the valve closed?
No that turns off all the water
Then how does the cistern fill up again ,after flushing , when the valve is off ??
 
I suspect your toilet is the cause of the sound you hear ,if it is leaking water from the cistern into the pan ( which can be difficult to see) it will continually take in water. Is the sound continuous ,or does it start,stop, start stop ?
 
Can you isolate your toilet feed ? or at least put an isolator in ? How old is the pipe work ? Since its the cold water feed, how is your mains pressure like ? This sounds like a pin-hole leak coming from an underground pipe in the property. You should address this very quickly otherwise the concrete may take years to dry out and costly to expedite, coupled with damp smells and mites.
 
Thanks I can’t isolate the toilet but will have another look next week my tenant insists it’s not the toilet pan. It doesn’t sound like a leak just running water through a pipe somewhere under that tiling

If there is no other leak and the toilet is fine, its almost guaranteed to be an underground leak. Like I said, you need to move fast, you could be pushing up to 100L per day into the concrete. Wet tiled concrete will take years and will cause significant property damage (damaged flooring, wet carpets) if not fixed quickly. Your house will also stink. I cant stress this enough.
 
Thanks.. it’s an apartment so if it is anything as bad as that a chance the property management would cover it I’ll let you know..
 
Does the toilet cistern have a separate overflow pipe?
Comparatively old toilets usually had a side inlet on 1 side and the overflow in the corresponding position on the other so you could arrange the inlet to be whichever side suited you best. If it's easy to take off the cistern lid, look inside at the water level.
 
If the boiler is running, could it be the condensate draining?

Still makes a noise with boiler off no difference. Having another look now, sounds like lots of water running either through the pipes or under those tiles. Cistern is full and works normally I’m certain it’s not the toilet.
