Toilet flush problem

there's a special vacuum valve in the "throat" where the flushing water enters, to make them "suck." when it wears out they don't flush properly, and, as just pumps says, they often get scrapped by people who don't know how good they can be.

A white one is easier to sell. When they were popular, so were weird colours.

Even an ordinary older type like yours is worth keeping, householders who refit often grumble about the ineffectiveness of the flush when they modernise.
