Unblock gutter swan neck

not cheaply - how close could you get a cherry picker to it, might be cheaper doing it that way
Unfortunately no rear access at all, so no chance of getting a MEWP round there.
If a scaffold is to be erected, all the bits would have to be brought in through my neighbour's garden and passed over his garage roof.

I think you could use a length of 40mm waste pipe with an obtuse bend to get into that downpipe. You would then be able to use a drain snake to clear the blockage.
 
I've managed to clear a few of those situations in various forms, using a 5m 2x1 baton with a piece of stiff ish wire on the end, formed in a long loop so it will slide down the pipe. I've cleared a few blockages this way.

Something I made to clear the hopper leaning out of the bedroom window occasionally. I've made similar ones using long roofing batons.
 
this is what I use quite successfully for regualr maintenance, it wouldn’t clear a well chocked hopper, but it does a good job
expect to get wet doing this, there is always a moment it pops out of the gutter and pours over my heed

should have done a before and after, but here is the after, its a while since I have been up there on the ladders, was curious myself to how clear it would be

Someone who does roped access work could potentially abseil in from the other side, rope attached on the other side of the house, passed over the roof. Two roofing ladders back to back would reduce damage to tiles and could give the rope something to pass over without it damaging the ridge tiles.
 
Managed to clear it on Sunday. It was really raining heavy and the gutter was like a waterfall and we had a sizeable puddle in the kitchen. Used method I've used before but stuck at thus time. 5 meter telescopic poll with coat hanger wire on the end but this time fashion a little 3 prong anchor shape on the end. Turned out there was a bit of mortar off of a ridge tile stuck in it. When it dislodged there was a deluge of water and filth down the downpipe which blocked up the gutter and downpipe between the glass roof and tiles roof (wish I'd taken a video), then crawled along kitchen roof clearing the gully between the glass and tiled roof, then cleared the other downpipe. I was soaked but it was worth it. No water coming in the kitchen now.

Got someone putting up a scaffold on Friday, not sure how they are going to do it though, I'm a tad worried.
Getting new gutter and downpipe, 1m section of rotten fascia and soffit replaced, plus pvc cladding. £1300.00.
