How to Clean Up This Pine

The wooden rack in my airing cupboard is 20 years old. It has now started to show some signs of black mould.

What is the best way to clean this off please?

Flip the timber and get another 20 years?

It doesn't look that bad though.
 
I hadn't thought of that tbh. I will investigate the viability, though I think it might be glued together, so non-trivial.
Not bad at the moment, but I doubt it will get better. I don't want to reach a point where it starts transferring onto the clothes

I would be surprised to find that the wood is glued. Try a section.

From the image, I cannot tell if the wood has been treated or not. Typically, in my limited experience, they are not, but my experience is not definitive.

In the short term, perhaps wipe the wood with bleach, that said, I cannot see what you see. I do not see why an airing cupboard would suddenly be prone to moisture issues. And, I still cannot see any black marks.

It seems like a nonsense to put damp clothing in a warm cupboard that has no airflow..

Recommend to dry your items fully, outside or in a tumble dryer, and then store them

You just lucky, the entire cupboard is not thick with mould. An airing cupboard is not intended for drying clothes in, the clue is in the name - 'airing', keeping clothes warm, dry, and well aired, ready for use.
 
It doesn't look like mould, i'd say, more like dirt and grease from handling over the years. Give it a light sanding down and touch up with varnish if you like.
