Consumer unit Wiring Containment

The EICR was ahead of putting the property on the market as recommended by the agent. It is not a requirement I appreciate but didn’t see it as doing any harm and peace of mind for the buyer.
I got the electrician at random from MyConstructor and as you suggested and as I anticipated, their objective did seem to lean towards generating work for themselves…
I’ve cased on the cables, had the blanks installed and will attach a lock to the cupboard and try again for a pass.
Thanks you all for help and suggestions

Was installed recently - certified - 18th Edition Wiring Regulations (BS 7671:2018+A3:2024)
As originally stated - EICR being requested by selling agent

The 18th Edition installation certificate would be all that is needed. Better than an EICR, in my opinion.
Tests and other observations are much more comprehensive in the cert than the EICR. Look at two examples on line, and you’ll see.
