His philosophy was repair the broken windows, clean the streets of rubbish. Keep the hedges and grass neat and tidy.
While not ignoring crime and the bigger stuff. It was important to get the little easy things done.
I bought his book. I read a few paragraphs then fell asleep. But I got the gist of what his philosophy. The result was a stark noticeable difference from when he started to when he left his office.

I couldn't possibly comment. I just see the difference from my first visit to New York and my last visit to the AppleGiuliani redirected resources to his "philosophy". Resources which were sorely needed elsewhere.
