Basement carpark

Hi can anyone advise I have purchased a flat ground floor there is a carpark basement underneath. The whole ceiling throughout is rusted, cracking mold. Is this a big structural issue. Thank you.

The whole basement ceiling is in a terrible state its the foundation of the flats. Ground floor flats ontop the pictures show the ceiling is this a structural issue or will it dry out thanks

Sub-terranean structures rarely fully dry out. What is the actual issue? So far all I'm seeing is a typical poured concrete structure that is showing typical signs of being underground.
What is the issue? Are planning of living down there?
 
The building was new in 2023. I bought in 2024. I have just heard the basement was flooded and it was double slabbed prior to inspection to hide mold. I’ve never been in basement but have contacted a surveyor its just concerning the whole ceiling is full of rust so it’s bleeding and coming out. Just wanted to see if anyone had dealt with themselves
 
No plan on living down there. Im getting moisture in my flat because underneath is soaked.
 
Its a large scale complex of high rise flats on a foundation thats showing signs at 3 years old of decay. Bit of a difference
 
Your flat showing signs of moisture is probably condensation and nothing to do with the roof of the garage....
 
I had to move out for 9 months it was riddled with mold, after 7 weeks so no its wasn’t and isn’t condensation. Thank you though for your guess.
 
Take some pictures of your building and what else thst would be of benefit for you to get answers
 
If it was riddled with mold then that is a sign of condensation. You need good ventilation for a start. Good ratio of heat too.
