Is it normal to have a slight lip on shower drain that attaches to shower tray that residual water can get stuck in?

around the white drain is it normal for bit of water to run underneath this plastic part that attaches to the shower?

Put the tissue there just to show which part I’m on about just anoyying I can dry it and 10 minutes later a little water may have seeped out where the paper is even though everything was 100% dry.

Is it normal to have a microscopic lip underneath the outside edge before it gets to the main seal?
