The regulations allow G/Y in a multicore cable to be oversleeved and used as a live conductor? Is clearly incorrect.
Instructions, should they be required, what should they say, etc.

Not sure there’s much need for sleeving cables on new work

I can not work out how you think oversleeving of g/y cables is allowed in the regs.

To my mind, you can use any colour you like, except for green, cream, and green/yellow, these are reserved for PEN, earth, and bonding cabled. All other colours can be over sleeved.
Except for vehicles, where green means fused ignition supply with the old Lucas wiring colours. The trace shows what it does.
Why green was selected when red/green colour blindness is the most common, not a clue. Brown would have seemed to look more like earth!

We have black, red, blue and green bins, and it says should not put soil (ground or earth) in the green bin, so green bin it seems is not earthed!

Correct, it can be over sleeved in cream and used as a PEN conductor, but since a PEN conductor not allowed inside the home, it did not seem to be worth a mention. Otherwise, it is forbidden.
