A spur off the ring main sounds like your only option. It must be RCD protected. This is a notifiable job so don't forget to tell your LABC.

use 3 core cable 0.75mm because fan may need an earth, picture not clear. Use sufficient length of cable to put 3 pin plug on. Those voltages don't help much. Remove the light ceiling rose and repost what wires are in the rose and how many. This will help in what direction to send you in. In the switch there should be a red going into C and a black with a red sleeve on connected to L1. Have a look and come back.
