just a guess but 22-23 millibars(above atmospheric) is the pressure in your gas main after the meter I believe, so 1.02264 would be a good average?

I reckon it's an arbitrary figure arrived at by BG in an attempt to fool us into thinking our gas bill is actually not increasing faster than inflation.

As the temperature of our gas supply must vary according to the weather, then surely this 1.02264 number must change to take account of variations in temp and pressure? Surely it can't be constant?
