Not sure you've got your sizes correct here? A washing machine tap is usually a 15mm/22mm > 3/4" BSP fitting, not seen one with a 10mm end on iteither. So if you have 10mm cold water pipe, you would need to get a 10mm to 15mm reducer, add a little bit of pipe then add the tap.
Yeah - but the OP's builder has run his kitchen supply in 10mm.
So yes - you can go back up to 15mm from 10mm in plastic- support it well though otherwise it will leak later.
