Whats wrong with a cable in a pipe?

Water pipe is designed for water, not electrical cables.
A plastic pipe won't offer any protection to the cable inside.
Unless the pipe is completely sealed at both ends, it will inevitably fill up with rainwater, which will probably degrade the cable.
Attaching a bright blue pipe along a fence will look dreadful.
Threading 50m of 10mm T+E into an MDPE water pipe will be pretty near impossible.
Using a more appropriate cable will be quicker, easier and cheaper.
