12mm Thunderbolt into blocks

Is it a good idea to use 12mm x 150mm Thunderbolts to secure a timber wall plate onto a wall to then hang joists off of it? Or is it better to use some chemical fixing for those bolts? The wall is built of celcon blocks, they are these ones https://www.hhcelcon.co.uk/solutions/by-product/celcon-block-high-strength-and-super-strength-grade

In my (very limited) experience, we tried using one of those self tapping screws into one of those "light" blocks, and just by using your fingers you can then shake it off (eventually).
 
I wouldn't use them for major structural connections in aac block. I wouldn't use shield anchors either. Chemical is best or frame anchors if you must. But be careful of the loadings.
