12V Electric socket in Camper

HI,
We have a camper van which the previous owner has installed a 12V cigar socket to. Instead of going through the normal inverter panel for the factory fitted accessories, he has wired it directly to the 12V leisure battery.

Now I don't know if this is a big issue or not, but what I am trying to do is figure out what this is:

This is connected to the positive side of the battery, and the 12V cigar lighter is wired to this.

Is this a suppressor for the radio or something else...? Thanks
 
(in line with the + wire - not across the battery :D )
 
I have mine connected directly to the battery, it means I can have the main 12V switch off, but still use the socket to plug in a solar panel to keep the battery.
does look like an old fuse
