I can't comment on what you are doing or your wiring, but yes 15amps protecting 2.5mm cable is fine.

Is this a blown fuse on an existing circuit, or a new circuit/addition?.

I am replacing the old storage heater radial circuit for a single socket...

Is it 30mA and will it protect the new socket outlet?

Yeah its 30mA..

Then although you will only have a load allowance of 15A for the circuit, as you do have 30mA RCD protection and providing that device is operating correctly and the cable for the socket is suitable for continued service, you should be safe to proceed.

Does the circuit have to be rcd protected? As its not a new circuit?

Or is it because a new socket circuit has been created?
