18 year old (newish build) issues with mortar and brick

hi all, im in the process of buying a newish build property, i notice some of the mortar on the rear elevation corner is flaking, it comes off easy by running your finger over it...its like the top coat has got affected (underneath it seems sold enough)......bad mix/gets the weather? (any ideas??) maybe 3mm chips off

also i notice one of the buff bricks had the same issue, i cleaned it off by just wiping it and it took the face off a fraction..

Can i have some feedback why this would happen, we have another new build which is older and havent had any issues, does seem to be isolated to a section of the house..

House has been rented and not had much love since new..

Sounds like the exposed NE elevation has suffered a wee bit from the harsh weather? Some of the muck (mortar) produced on sites can be poor. Because the suppliers like to prolong the workability of their product, they forsake the good stuff like cement, for chemical additives, resulting in slow cure - weak gear.

Poor quality cheap bricks.
