Crabbe, in simple terms if you board the ceilings you can-

Resolve your artex problems
Have a clean line ceiling
Run all the lighting cables
Run all the other cables such as boiler, thermostat, cooker, vent fans, ring / socket radials.

The idea being you have safe zone down vertical drops from the newly created ceiling void to switches, cooker sockets, etc.

A 4 x 3m room ceiling shouldn't run in to four figures.

True, but the OP seems to be talking about four rooms, which changes the arithmetic a bit,

However, I agree that boarding the ceilings is probably the only sensible (and aesthetically acceptable) course.
