2nd story flat roof abuts tiled roof

The old girl next door is having a problem in the bedroom!! The roof above leaks. A couple of roofers have had a go at it with no luck. Another has had a look and reckons that flat roofs coming off a hipped roof is a "no no".
I wonder if anyone has heard this and thinks it true. As the roof had previously been ok for many years.
And a suggestion as where to expect water to be getting in would be good.

A flat roof can abut a pitched roof - its not pretty but it can work functionally.

All depends how the detailing is done.
