Can anyone recommend any good stores where I could find some of these? Homebase seemed like the obvious place but according to their website they only sell them in 2400mm long pieces... The store is 4 miles away and I don't drive so don't really want to be swinging several 7 foot long rods home it'll look a little suspicious...

Why would it look suspicious? You are as entitled as anyone to carry a couple of dowels home surely? Or do you have a guilty conscience?

Well to be honest I want them specifically for making arrows. I am a trained archer that has produced arrows before but I used to do it with my father. Despite this being completely legal people are funny these days so I just worry a little!

Take a wee saw with you when you go?
Dowelling timber is typically ramin - I've no idea if that is any good for archery though!

But they won't be arrows until AFTER you've taken them home

I doubt anyone will give you a second glance - and they shouldn't. It is still supposedly a free country after all. That said, take some electrical (or similar) tape with you and tape them together in several places before you carry them or they will flap around.

If you've really been cowed by the state, take a tape measure and dowel saw with you and cut to length before taping together. Or better still, listen repeatedly the the track Killing In The Name by Rage Against The Machine, paying particular attention to the sentiments expressed in the last minute or so and then go conduct your legitimate business with your head held high.

I wouldn't be worried about carrying the dowel home. Dowel is legal to have, otherwise there are lots of us in deep trouble here. :)
Seriously though I'd think long and hard about using ramin dowel for arrows. AFAIK it's sawn rather than being riven (split down the grain) before rounding, so the grain will tend to "come out" along the length. Having had a go at archery, (late father in law shot for England back in the 60s) I've seen how arrows flex when they are released. A lot of energy there. You wouldn't want one to break!
