30A fuse not blowing

An electric shower is pulling 35A.
its circuit is fused with a 30A-rated cartridge fuse.
why isn't the fuse blowing? do I have a faulty fuse?
what fuse should the circuit be protected with?

The fuse will likely last many hours with that minor over current. In fact, probably indefinitely.

Rather than the shower power/running current, you need to determine the size of the conductors in the supply cable. That is the main criterea for selection of fuse size.

Misuse of a circuit like that can cause damage to the fuse holder and fusebox as the fuse will likely be running fairly hot.
