32mm waste pipe run

I read that for 32mm waste that the max distance is 1.7m is this assuming a 18mm fall per metre? I need to run a basin waste approx 3m but the pipe will run at around 35⁰ down to soil pipe. (Solum is huge) this doable?
 
Need to upgrade to 40mm if it exceeds 1.7m, regardless of the fall. Waste pipe fall should be 18-90mm per metre, ideally 44mm per metre
