After reading what was originally stated as be the reason (apart from the ludicrous 'or isolator') I think it highly probable that a misreading lead to the rule in the first place and no one can question the instructions of the DNOs.
The switchr isn't so bad requirement on its own when you remember they need to remove all the load from the fuse before pulling it.
Somehow that need for a switch was merged in with an unrelated requirement that maybe happened to be seen in similar situation
That would make sense, but if the view that the late-lamented westie repeatedly expressed in any way represented the view of his employer (a DNO), they seem to be pretty 'anti' the idea of isolators, on the grounbds that they represent an additional 'point of failure' that results in an appreciable number of DNO callouts.
