3way Mid position valve - Danfoss HSA3

I suspect I have a fault with my mid position valve.

Due to other issues it is currently removed from the valve and disconnected from the terminal box.

I have two questions;

1. Can the unit be tested with a multimeter whilst disconnected from the system ?

2. Should the CH function with the unit disconnected ? My HW is working fine, but when I call for CH the programmer lights up, but the boiler doesn't respond ?

Boiler is an Ideal Classic FF350 / Salus EP200 programmer / Salus RT300 room stat / Danfoss HSA3 mid-position valve / CP63 pump / Danfoss AT tank stat
