The roof will be light weight along with the rest of the building to give way. The wall is just to give extra protection to the store behind it which is also being another wall.

The blocks we have been given the green light for as fine to use as they generally will fall as one as long as it is strong and built correctly. The other option is poured concrete with a steel mesh frame but will be overkill for this application as the damage would not warrant such a measure in place. It would deflagorate more so.

I still think you should get someone with demonstrable expertise to answer all these questions by desiging the wall and saying "build this", rather than canvassing opinions from bunch of unaccountable strangers...
