Some people are just entitled idiots and hate the fact that they have to live close to others.

Ideally, they'd like to have large houses with space around them, but for whatever reason, they haven't got them, so consequently have a chip on their shoulder for all eternity.

This means that these people cause misery for all those around them.

They are sad, bitter, horrible people.

Don't let emotions become involved in any dispute. You don't appear to have all the facts. Get him to ,or help the family to, speak to the relavent party/parties and estabish what their concerns are. The full story is needed before a judgement can be made on here. As has been said there letter is worthless but they might have reasonable concerns if approached.
I always thought that there was only the council that could send and enforce such letters but I may be wrong about that.

Solicitors send out letters all the time that have no legal backing

It's part of their game to get what the customer wants by way of a simple letter
