With the new regs will come new costings which in all probability will be up and not down from existing costs. That being so, would you say that to buy a 'doer upper' right now, before we know exactly what changes are pending, is financial suicide?

No it's not financial suicide

You don't know what regs if any will apply to your project, neither do you know what changes will occur, if any and to what extent. So you don't plan things on events that may or may not happen or may or may not affect you.
