Accessing a Chinese site

I bought a usb endoscope.
It says on the instructions leaflet that software for pc and phones is at
http://ypc.oss-cn-shenzen.allyuncs.com/AN99.rar

I can't access it - tried Firefox and Chrome.
The message I get, behind an info (i) which pops up in the address line, is that the site does not support encryption, or that my connection may not be secure.

It seems unlikely vector for malware.

Anyone know what to try?
